Ishbara Khagan, also known as Ashina Helu (ruled 651–658), was the last khagan of the Western Turkic Khaganate.

Before 651 he had served the Tang dynasty as a general in Gansu. In 651 he overthrew Khagan Irbis Seguy. Later he captured some Chinese places in the Tarim Basin. In 657 Emperor Gaozong of Tang started the Conquest of the Western Turks. General Su Dingfang defeated and captured Ishbara at the Battle of Irtysh River. Emperor Gaozong spared him, and he lived out his days at the Tang capital Chang'an.
