Alovsat Gazanfar Bakhshiyev (Azerbaijani: Əlövset Baxşıyev Qəzənfər oğlu) (1956 in Sharur Rayon, Nakhchivan ASSR) has been Prime Minister of the Nakhchivan Autonomous Republic since 2000.

Alovsat Gazamfar oglu Bakhshiyev was born on June 22, 1956 in Karimbayli village of Sharur region, Nakhchivan Autonomous Republic of Nakhichevan. In 1963 he went to class secondary school, graduated from high school in 1973. That same year, entered the finance-credit faculty of the Institute of Azerbaijan National Economy called D.Bunyadzade and in 1977 graduated from the Institute as economist.

A.Bakhsiyev started his career in 1977 as an assistant accountant in the Ilic County Utilities Department. He was in military service in the Soviet army from 1977 to 1979. From 1979 to 1986, he worked in Sharur region wine-growing state farm named "the 50th anniversary of Nakhchivan ASSR" as legal adviser, economist, deputy chief accountant, chief accountant. He worked in various positions, in 1986, Ilich Regional Agro-Industrial Unity as leading economist-financier, until January 1992, Vice Chairman of the Council of People's Deputies of Ilich District, 1992-1994 years, the first deputy chairman and chairman of the Executive Committee of the Assembly of People's Deputies of Sharur region.

Since August 1994 until February 1998, the Minister of Finance of the Nakhchivan Autonomous Republic, from 1998 to February 2000, has served as finance-economy minister of the Nakhchivan Autonomous Republic.

Since February 11, 2000, Prime Minister of the Nakhchivan Autonomous Republic.

In 1990-1995 and 1995-2000 years, was elected deputy of the Supreme Majlis of the Nakhchivan Autonomous Republic.

In 2006 he was awarded the honorary title of civil servants of the Autonomous Republic of Nakhchivan. In 2013, awarded by the President of the Republic of Azerbaijan with the 3rd degree "For Service to Motherland" order, and in 2016 awarded with the "Glory" Order.

Married and has 3 children.
