The 2003 National Hurling League was the 72nd edition of the National Hurling League, which ran from 22 February to 5 May 2003.
The twelve participating teams in Division 1 were Clare, Cork, Derry, Dublin, Galway, Kilkenny, Laois, Limerick, Offaly, Tipperary, Waterford and Wexford who were divided into two divisions of six teams. The participants agreed to play an eight-game format whereby each team would play each of their five rivals once, as well as three crossover games, with two points awarded for a win and one point awarded for a drawn game. The two teams with the most points in each division at the completion of the season would play a final, with the winners being declared National Hurling League champions.
Kilkenny defeated Tipperary by 5-14 to 5-13 in the final.
Kilkenny also won the All-Ireland Championship in 2003, the 18th time that a team completed the league-championship double.
