Iran Football's 2nd Division 1998-1999 season was played in four groups of nine teams each. The top two teams from each group Promoted secound Round, and in secound round top two each group promoted play-off and in play-off - Bahman and Irsotter Noshahr - gained promotion to the Azadegan League.
