The 1964 European Nations' Cup qualifying preliminary round were the first round of qualifying competition for 1964 European Nations' Cup. They were contested by the twenty-six teams. The winners of each of thirteen home and away ties entered the qualification first round. The matches were played in 1962 and 1963.

Greece withdrew from the competition after they were drawn against Albania in the preliminary round.

Austria, Luxembourg and the Soviet Union received byes to the first round.

Greece withdrew. Albania had a walkover.

Denmark won 9–2 on aggregate.

Republic of Ireland won 5–3 on aggregate.

France won 6–3 on aggregate.

Northern Ireland won 4–0 on aggregate.

Spain won 7–3 on aggregate.

Yugoslavia won 4–2 on aggregate.

4–4 on aggregate. A replay was played on a neutral ground to determine the winner.

Bulgaria won 5–4 on aggregate.

Hungary won 4–2 on aggregate.

Netherlands won 4–2 on aggregate.

East Germany won 3–2 on aggregate.

Italy won 7–0 on aggregate.
