Álava (Basque: Araba) is one of the three constituencies (Spanish: circunscripciones) represented in the Basque Parliament—the regional legislature of the Spanish autonomous community of the Basque Country—. The largest municipality is Vitoria-Gasteiz, which accounts for approximately 75% of registered voters in the district.

Electoral system

Voting is on the basis of universal suffrage in a secret ballot. Only lists polling above 3% of valid votes (which includes blank ballots—for none of the above) are entitled to enter the seat distribution. From the 1984 to 1998 elections the threshold was 5%.
